[ece4723] [ECE4723/6723] HW#2

HW#2 has been assigned and is due on Tuesday
September 11th.  It is mostly an extension
of HW#1, but there are a few new things.

Get started on HW#1 if you haven't, because
HW#2 is due right behind it.
