The segmenter refers to a tool originally developed for the
Switchboard retranscription project
This tool is written primarily in Tcl-Tk (v8.0) and provides a graphical
interface that allows a user to quickly segment and transcribe speech.
The original tool was enhanced to handle Mandarin Chinese using a drop-down
menu completion mode. Three versions are currently available from this
web site:

Segmenter:
the original version that was used for the SWB project.

Segmenter (Chinese): an enhanced version of the segmenter that
supports foreign languages such as Chinese that require special
keyboard interactions when typing.

Segmenter (VoiceGenie): a version provided by
VoiceGenie Technologies, Inc.
which runs on low-end Windows PCs. This version is available but
not supported by ISIP or VoiceGenie.
Our long-term plans are to convert this code to Java and migrate it into the
IFC environment.
